Since 1991, AGCI has been honored to unite over 450 Bulgarian children with their forever families, as well as working to make a difference in the lives of the children who have continued to live out their lives in Bulgaria's many orphanages. We have seen governments rise and fall over these years and despite the uncertainty that has come with those many changes we were committed to continue our work.

In 2003 Bulgaria began to move to join the European Union and also ratified the Hague Convention. This step forward actually caused a drastic slowdown in international adoption that forced AGCI to temporarily close our Bulgarian program. It was a heart breaking decision, but one that we felt we had to make. We then quietly watched and waited, praying that something might change so that we could once again embrace the country God had called us to so many years ago.

Well...miracles do happen!

In late 2007, a new Vice Minister of Justice was appointed, a woman who accepted this position "for such a time as this." Bulgarian adoptions began to improve as she began to implement the higher standards, Bulgaria had already ratified, years earlier when they first became a Hague compliant country. Now, under her direction, the adoption process has become more child centered, focusing on adoption procedures that are in the best interest of the child.

All God's Children is so blessed to be able to announce today the reopening of our beloved Bulgarian program. Our hearts reach out once again to embrace the orphaned children of a country we have come to love so much.

Bulgarian Adoption Council Updates

With the implementation of a child centered adoption process for the children of Bulgaria, the International Adoption Council, which reviews all files for adoption, has began to post their process on the Ministry of Justice website. Meeting weekly, the adoption council must now report on their progress with such information as to how many files they reviewed, how many children's files were added to the registry and even how many referrals were made each week. All families are able to track the progress of the International Adoption Council online by clicking here. However, AGCI is pleased to provide translated weekly updates as adoptions in Bulgaria proceed.
