We have been blessed since 1994 to make a difference in the lives of China's orphaned children. With over one billion residents today, an estimated 50,000 children live in orphanages throughout China. It has been a great privilege for AGCI to work side by side with the China Centre for Adoption Affairs (CCAA) to find loving homes for more than 400 little ones who deserve and long for a family. Due to China's long history of working with international adoptions, their process is both organized and stable.

AGCI has a dedicated international staff led by our foreign service provider, Benjamin Lee. Benjamin is an American citizen who studied in the United States, earning his degree in law. An ordained pastor, Benjamin has been a part of the AGCI team for more than six years and has lived in China with his wife for more than a decade. Their expertise ensures families an amazing support network while in country.

Waiting Child Program

With the wait time to adopt a healthy child currently over five years, the CCAA's implementation of the special needs database has given AGCI access to more than 2,000 special needs children waiting for loving families. Many of these children have correctable special needs, but their adoptions can be completed in just 12 to 15 months. China's adoption process is both stable and efficient and the CCAA is committed to providing thorough medical and social information on all children available for adoption. The majority of the children who wait for homes are boys with correctable special needs, such as cleft lip and palate, birthmarks, heart conditions, and clubbed hands or feet. A number of these children already had their conditions surgically corrected, but because they had the condition previously, they remain in the "special needs" program.

Children Available

Special needs children are available from nine months to 13 years old. Healthy children are also available, however the current timeframe to complete an adoption is over five years. Children will be at least 13 months old when they come home with their adoptive parents. Many older and special needs children are currently waiting for adoptive families. These children’s adoptions are expedited under Chinese law. Most children are between the ages of 2 and 4 years old and currently more than 60 percent are boys. Care In-Country

Children in China are cared for in the welfare institutes located throughout the country or in foster homes.

Time Frame

The approximate time frame from application through finalization of a special needs/waiting child adoption is 12 to 15 months.

Below is an overview of a China adoption process from the time AGCI receives your completed dossier and home study.

Dossier Authentication and Translation

AGCI will forward your dossier to the Chinese Consulate for authentication. Once processed, AGCI sends the dossier to our staff in China where it is translated and submitted to the China Centre for Adoption Affairs (CCAA).

Dossier Submission to CCAA

At time of submission, the CCAA will give your dossier a file number and will issue a log in date (LID). The CCAA will send the LID to AGCI to forward to you.

CCAA Documentation Review and Referral

Upon log in, the dossier is sent to the review room where it is read and approved. AGCI has no control over how long this review process can take, but the CCAA does update their Web site with the last month of reviews. Once your dossier is reviewed and approved, it is transferred to the matching department. The CCAA will then match you with a child who has been approved for placement in international adoption.

Special Needs Adoption Process

When the home study and dossier are complete, AGCI will begin to look for children that match your families criteria based on a special needs consideration form. Once your family has accepted the referral of a child, the CCAA will review your dossier.

If you are in the waiting child program, the total time frame from dossier submission to the CCAA to receiving the LOC is six months.

Referral Review

AGCI will translate the referral information and forward it to you. Referral information typically includes photos, diagnosis, most recent exam information, full blood test results, hospitalizations and/or surgeries, abandonment history, developmental milestones, social information, and daily routine. Upon acceptance of the referred child, you will sign a "Letter Seeking Confirmation from Adopter (LOC)" and AGCI will send the LOC to the CCAA.

Travel Approval

The CCAA will review the LOC and then issue the travel invitation for you to come to China to finalize the adoption.

Travel

You should be ready to travel within six to eight weeks of accepting a referral. The in-country stay in China is 10 to 14 business days. AGCI in-country staff will accompany you throughout your entire stay in China. Both parents are encouraged to travel, although only one parent is required.

Post-Adoption

In China, an adoption is finalized before entrance into the United States. Upon arrival, post adoption reports are due at three, six, and 12 months after the placement anniversary date.


Children Available
  • Children are available for referral at ages 9 months to 13 years old.
Applicant(s) Age
  • All applicants must be between the ages of 30 to 55 years.
  • Parents 30 to 45 years can adopt a child 9 or older.
  • Parents 46 to 55 years can adopt a child 12 months or older.
Marriage Status & History
  • Only married couples may adopt.
  • Couples must be in a stable marriage for at least two years.
  • Couples must be married for at least five years if previously married.
Divorce
  • Applicants can have two or fewer divorces per person.
Children in Family
  • Applicants with fewer than four children in the home are able to adopt. Flexibility is allowed for children in the home when adopting a waiting child.
Income
  • Applicants must have a positive net worth of $80,000.
  • Applicants must meet U.S. Federal Poverty guidelines, all other income requirements are reviewed on a case by case basis.
Body Mass Index
  • Applicants must have a body mass index (BMI) of 40 or less.
Citizenship
  • At least one of the applicants must be a US citizen.
Education
  • Applicants must have at least a high school diploma or equivalent.
Travel
  • One trip of approximately 10-14 business days is required.
Time Frame
  • Approximate time frame from application through finalization of the adoption of a waiting child is 12 to 15 months.
  • Approximate time frame from application through finalization of the adoption of a healthy child is approximately five years.

Climate

Given the size of China, its climate is understandably diverse, ranging from tropical in the south to subarctic in the north. Winters (December to March) can be extremely cold and dry with temperatures often below zero. During summer (May to August), rain is more prevalent along with higher temperatures. In central China, the Yangtze River valley is home to long, humid, and hot summers between April and October, while in winter temperatures are below freezing. In south China, around Guangzhou, the summers are characterized by typhoons and high temperatures between July and September. Winters are short and chilly.
